World military expenditure fell in 2013 as the United States and other Western countries cut back, but spending in emerging economies grew, a Swedish think tank said yesterday.
The 1.9% global decline followed a 0.4% drop in 2012, the Stockholm International Peace Research Institute (SIPRI) said.
"The increase in military spending in emerging and developing countries continues unabated," said Sam Perlo-Freeman, director of SIPRI's Military Expenditure Programme.
"While in some cases it is the natural result of economic growth or a response to genuine security needs, in other cases it represents a squandering of natural resource revenues, the dominance of autocratic regimes, or emerging regional arms races."
The world spent US$1.75 trillion (1.26 trillion euro) on the military in 2013, according to SIPRI's data, which accounted for inflation.
The decrease was led by a 7.8% fall posted by the United States, the world's largest spender, as a result of the end of the war in Iraq, the beginning of the drawdown from Afghanistan, and the effects of automatic budget cuts passed by the US Congress in 2011.
But the next three highest spenders - China, Russia and Saudi Arabia - are among 23 countries around the world that have more than doubled their military expenditure since 2004.
China increased its spending by 7.4% in 2013, while its territorial disputes in the region have in turn prompted neighbouring countries to step up their military outlays.
"Japan's concerns over China's growing military power, combined with the Japanese government's own nationalist policies, have led to Japan ending its long, gradual decline in military spending," said Perlo-Freeman.
"Nevertheless, the largest increase in the region in 2013 was by Afghanistan, by 77%, as it builds up its security forces in preparation from the withdrawal of most foreign troops at the end of 2014."
In the Middle East, military spending increased by four percent, led by Saudi Arabia, which leapfrogged the United Kingdom, Japan and France to become the world's fourth largest military spender.
Tensions with Iran and fears of an "Arab Spring"-type revolt were the likely main factors explaining the Saudi increase of 14%, according to SIPRI.
However, the estimated total for the Middle East is highly uncertain, as data for 2013 are not available from Iran, Qatar, Syria and the United Arab Emirates.
"This reflects the general opacity of military spending in the region, and even where data is available it may not cover all military spending," said Perlo-Freeman.
In Africa, spending rose by 8.3%, driven by growing oil revenues in the case of countries such as Algeria and Angola, SIPRI said.

Twin blasts at a bus station packed with commuters outside Nigeria's capital killed and injured several people yesterday, officials said, as rescue workers scrambled to contain the chaos.
The cause of the explosions at the Nyanya Bus Park roughly five kilometres south of Abuja was not immediately clear.
The city has been attacked previously by Boko Haram insurgents, who say they are fighting to create a strict Islamic state in northern Nigeria.
"We have been able to bring some of the dead to the morgue and some injured have been taken to the hospital," said Charles Otegbade, head of search and rescue at the National Emergency Management Agency (NEMA).
He said his team had not yet been able to provide precise figures on casualties.
An AFP reporter at the scene said there were signs of a major explosion, with the remnants of charred vehicles scattered in the area.
Some of the small shops at the station had been damaged or destroyed.
The private Channels television network showed images of thick black smoke billowing out from the station.
NEMA spokesman Manzo Ezekiel told AFP that the Nyanya station was crowded with people on their way to work in Abuja when the explosions rang out and that witnesses reported hearing two separate blasts.
Security officials at the scene were working to determine the cause of the explosions.
Boko Haram is blamed for scores of attacks across northern and central Nigeria that have killed thousands since 2009.
In 2011 it carried out a suicide car bombing at a United Nations building in Abuja that killed at least 26 people, one of its most prominent attacks.
Most of the group's recent violence, however, has been in the remote northeast of the country.
An attack on the outskirts of Abuja would cast further doubt on the military's claim that the insurgents have been weakened and lack the capacity to strike prominent targets.
Boko Haram attacks have already killed more than 1 500 people this year, according to Amnesty International.
The Islamists rebels stormed a northeastern village on the border with Cameroon early Sunday, killing at least 60 people with heavy weapons and explosives, a local official said.

More than half of Malaysians believe their government is hiding information about missing flight MH370, according to survey results released by a news portal yesterday.
Fifty-four percent of more than 1 000 people surveyed by Malaysia's leading independent polling firm said the government was not being transparent about the passenger jet's disappearance, the Malaysian Insider reported.
Only 26% said they believed the government was being truthful on the Malaysia Airlines plane, while 20% were unsure, the news portal said.
The Malaysian Insider said it commissioned the survey by the Merdeka Centre for Opinion Research, which conducted it from March 24 to 30.
AFP did not immediately have access to the original results.
The Malaysia Airlines plane carrying 239 people is believed to have veered off course on March 8 en route from Kuala Lumpur to Beijing and crashed into the southern Indian Ocean.

A tanker is due to load 1 million barrels of crude on Tuesday from Libya's reopened Hariga port, its first export shipment since a deal to end months of closures at its main oil terminals, the National Oil Corp (NOC) said.
The outages have raised supply concerns on global markets and helped support the price of Brent crude futures.
Brent fell toward under $109 (N$1 144.50) a barrel on Tuesday on the developments in Libya.
The tanker, Aegean Dignity, is due to take its load to Italy, NOC quoted an oil official as saying in a statement on its website.
NOC lifted force majeure on Hariga port in the far east of the country last week following a deal between the Libyan government and federalist rebels who have blockaded the country's central and eastern terminals for eight months, depriving the state of the oil revenues on which it relies.
Production at the oilfields feeding the Hariga port was about 30 000 barrels per day (bpd), a senior NOC official said on Tuesday.
About 20 000 bpd was being produced at the Mesla field to feed to the 20 000 bpd Tobruk refinery and another 5 000-10 000 bpd from Sarir to keep the pipeline operational.
The fields are operated by NOC subsidiary Arabian Gulf Oil Co, which can produce close to 400 000 bpd.
The NOC official added that the fields could not ramp up any further until they emptied some crude from storage at the terminal.
Libya's pre-2011 export capacity was close to 1.3 million barrels per day (bpd) but the blockade has taken some 700 000 bpd offline and separate protests in the west of the country have also caused sporadic disruptions.
Under the long-awaited deal, the federalist rebels agreed to reopen Hariga and Zueitina ports while negotiations continued over the rest of the OPEC exporter's oil terminals.
Zueitina was still not under government control one week after the agreement, an NOC spokesman said on Monday.
Rebels are still in control of Libya's two largest terminals - Es Sider and Ras Lanuf - and their fate depends on further talks involving thorny issues including the rebels' demands for greater autonomy in the eastern region of Cyrenaica.
Nearly three years after dictator Muammar Gaddafi's fall, the standoff reflects the government's struggle to impose its authority on rival brigades of former rebels that are pushing for more power in the new Libya.

Africa is increasing its global attractiveness as several mega cities emerge on the index.
The A.T. Kearney research released on Tuesday highlights that seven of the African cities have the characteristics to rapidly improve their global competitiveness.
"African cities are at a crossroads. The established megacities of Johannesburg, Nairobi and Lagos continue to be among the most global African cities but with major decreases in their rankings since the first index in 2008, emerging global cities may be quick to take the lead," said Dan Starta, A.T. Kearney managing partner for Middle East and Africa.
"Johannesburg in particular must lay out a clear path to maintain its lead on the continent to continue to reap the benefits of being the most global city in Africa."
With Cape Town ranked among the top 20 emerging global cities, the future prospects for the city look attractive, he said.

South Korean rescue teams, including elite navy SEAL divers, raced yesterday to find up to 293 people missing from a capsized ferry carrying 459 passengers and crew - mostly high school students bound for a holiday island.
Two people - a male student and a female crew member - were confirmed dead as the vessel sank 20 kilometres off the southern island of Byungpoong.
The government retracted an earlier announcement that 368 people had been rescued, and said it could only confirm that 164 people had been brought to safety.
"The remaining 293 are unaccounted for," Lee Gyeong-Og, the vice minister of security and public administration, told a press briefing in Seoul.
The revision raised concerns that the final death toll could be far higher than originally feared, after the 6.825-ton ship listed sharply, capsized and finally sank all within two hours of sending a distress signal at 09:00.
Dramatic television aerial footage showed terrified passengers wearing life jackets clambering into inflatable boats as water lapped over the rails of the vessel as it sank.
Some could be seen sliding down the steeply inclined side of the ferry and into the water, as rescuers, including the crew of what appeared to be a small fishing boat, struggled to pull them to safety.
Lee said the inflated figure for the number of rescued had resulted from confused information arriving from multiple sources.
Of the 429 passengers on board the ferry which had been bound for the popular southern resort island of Jeju, more than 300 were students travelling with 14 teachers from a high school in Ansan just south of Seoul.
Many of those saved appeared to have been rescued by fishing and other commercial vessels who were first on the scene before a flotilla of coastguard and navy ships arrived, backed by helicopters.

Visibility 'very low'

Lee said divers, including a team of South Korean navy SEALS, were searching the submerged vessel.
"There is so much mud in the sea water and the visibility is very low," he added.
The US 7th Fleet said an amphibious assault ship, the USS Bonhomme Richard which was on routine patrol west of the Korean peninsula, was being sent to help.
The ferry had sailed out of the western port of Incheon on Tuesday evening.
The cause of the accident was not immediately clear, although rescued passengers reported the ferry coming to a sudden, shuddering halt - indicating it may have run aground.
The weather was described as "fine" with moderate winds and sea swell.

Syrian troops and pro-regime militiamen fought their way into rebel-held neighbourhoods of the central city of Homs on Tuesday after besieging them for nearly two years.
Meanwhile, rebels elsewhere in the country have received for the first time at least 20 US-made TOW anti-tank missiles from a "Western source", a rebel official said.
The assault on Homs comes a day after the army recaptured the Christian town of Maalula in the strategic Qalamun region and as state media reported the country would soon move into election mode.
It follows a UN operation to evacuate some 1 400 people trapped inside army-besieged neighbourhoods of Homs in February.
Around 1 300 people, mostly fighters, remained behind.
France will table a proposal before the United Nations Security Council authorising the International Criminal Court to investigate crimes against humanity in Syria, French ambassador to the UN Gerard Araud said Tuesday.
Araud told reporters that France hoped to introduce the resolution in the next few weeks, following a presentation to council members of a gruesome dossier containing thousands of photos showing detainees who had been starved or tortured in prisons run by the Syrian regime.
Any resolution introduced by France is almost certain to be vetoed by Syria's ally Russia as well as China.
Western diplomats, however, say even in the event of a Russian veto, the measure would continue to pile pressure on Damascus while accentuating Russia's isolation on the council.
Syrian state television reported that the army and the pro-regime militia National Defence Forces (NDF) "have achieved key successes in the Old City of Homs".
Troops were advancing in several neighbourhoods and had "killed a number of terrorists", it said, using the regime's term for rebels.
Local activists and the Syrian Observatory for Human Rights confirmed the operation.
A trapped activist, Abu Fehmi, said the army was "bombing very, very intensely".
Britain-based Observatory director Rami Abdel Rahman said regime forces began the advance a day earlier after NDF forces were deployed to strengthen the regime troops' presence.
Homs is Syria's third city and activists have long referred to it as the "capital of the revolution" because of the huge pro-democracy protests held there when the uprising began in March 2011.
Most of the central city is now under regime control. Rebel-held pockets have been under a siege for nearly two years, leading to dwindling food and medical supplies.

Activists said they fear that 400 men, including rebels and draft evaders from Homs who had recently surrendered, may be held indefinitely.

Impatient shareholders are calling on the world's top firms to start spending some of the eye-popping US$2.8 trillion (N$29.4 trillion) in cash built up since the financial crisis, as analysts warn that their thriftiness could be holding back global growth.
The combined war chests held by companies including Apple, Google and Samsung, roughly equivalent to the size of France's economy - have swelled since the 2008 global downturn hammered stock markets and saw nervous firms pinching their pennies as they waited out the storm.
But even as markets bounced back and business confidence recovered, the cash piles kept growing.
That has prompted a drumbeat of calls for firms to start spending more on share buybacks or boosting dividends, building new factories, or acquiring rival firms.
Among those targeted was Toyota, which last month announced a plan to start buying back US$3.5 billion (N$36.8 billion) worth of its shares after its annual investor meeting in June.
The move by the world's largest automaker would be the first time in five years it has embarked on a buyback, which tends to boost a company's stock and signals growing confidence among management.
"Since Toyota has said it would scale down its investment over the next three years, share buybacks are one of the practical options that a cash-rich company can take," said Yusuke Miura, analyst at Tokai Tokyo Research Center in Japan.
Toyota is far from alone.
Together, Apple, Microsoft and Google have over US$300 billion (N$3.2 trillion) in cash, while US non-financial firms held a record US$1.64 trillion (N$17.2 trillion) in all, double the amount back in 2007, according to a report last month by ratings agency Moody's.

The Namibian Newspaper Cup, which caters to Under-20 players, takes centre stage in Tsumeb while Swakopmund will be the venue where Namibia’s Under-17 national team will take on their counterparts from Ghana, South Africa and a German team from Westphalia. In light of that, Namibian Sun contacted two local coaches to discuss the importance of aspiring footballers playing in these types of competitions. Wallace Doeseb, who led the Erongo Region to victory in the 2012 edition of the Newspaper Cup, said that participating in tournaments like these affords players the chance to develop certain aspects of their game. “I’m a big fan of youth football and this type of competition is like a World Cup for the players,” he said. But Doeseb, who also coaches Namibia Premier League (NPL) side Eleven Arrows, was quick to point out that the time spent at these tournaments is not sufficient to help the players rectify or learn from their mistakes. “These are one-off events and the players only spend maybe two or three weeks being properly coached. After that, they go back and might continue repeating the same mistakes as they may not get decent, or should I say regular, coaching again,” he said. Timo Tjongarero, who is the assistant coach of Namibia’s U-17 team, shared similar sentiments and reflected upon the need for young players to get as many matches as possible under their belt. “These competitions help players in that it provides them the opportunity to play as many matches because any youth footballer needs to play a lot of games. That is why we limit the training sessions for youth football but never the number of games,” he said. Improving by playing Tjongarero, who is also the acting head coach at NPL side Tura Magic, added that football development is akin to studying for a test. “The more you play, the better you become. This is similar to when you are studying, as the more effort you put in, the better the results. “That is why they must play as much as possible, whether it is organised football or just in the streets, as that is the only way they can improve,” he said. Doeseb felt that Namibian football can only benefit once young players are exposed to competition on a more regular basis. “We cannot have the players play once in the year and then expect them to do wonders… They need to be exposed throughout the year, day in and day out, so that they can learn what to do in certain [football] situations,” he said. Doeseb believes the time has come to consider having regional leagues for youth teams, and calls upon the NPL sides to invest in young players. “We need to introduce these boys to premier league football at a young age so that in time the national team can benefit too,” he said. The US Food and Drug Administration proposed rules yesterday that would ban the sale of e-cigarettes to anyone under 18, but would not restrict flavoured products, online sales or advertising, which public health advocates say attract children.
The long-awaited proposal would subject the US$2 billion (N$21.2 billion) e-cigarette industry to federal regulation for the first time.
FDA Commissioner Margaret Hamburg said at a briefing that the proposal represented the first "foundational" step towards broader restrictions if scientific evidence shows they are needed to protect public health.
Critics of e-cigarette advertising say it risks introducing a new generation of young people to conventional cigarettes when little is known about the long-term health impact of the products.
And they lamented the fact that limits were not included in the proposed rule.
"It's very disappointing because they don't do anything to rein in the wild-west marketing that is targeting kids," said Stanton Glantz, a professor at the Centre of Tobacco Control Research and Education at the University of California San Francisco.
"They should not have been so timid."
Hamburg said the current proposal "lays the foundation for many more actions and activities."
Vince Willmore, a spokesman for the Campaign for Tobacco Free Kids, said the proposal "by no means does everything we think needs to be done, but it starts the process.
What is critical now is that they finalise this rule and then move quickly to fill the gaps."

A painful restructuring is considered likely after the dust clears from the crippling three-month strike in the platinum sector with job losses expected, especially around Anglo American Platinum's (Amplats's) struggling Rustenburg operations, which it has signalled it could sell or mothball.
Marathon talks aimed at ending a crippling three-month strike in the platinum sector resumed yesterday, after the world's top producers and the Association of Mineworkers and Construction Union (Amcu) spent two days haggling over an offer tabled last week by the companies.
The strike is already the longest and most costly in living memory for South Africa's mines, though there has been a renewed drive to break the deadlock in recent days after several weeks with no formal direct talks between the two sides.
The talks involve the Amcu leadership and chief executives from Amplats, Impala Platinum and Lonmin. Both sides have been tight-lipped about the progress.
Underscoring the widening impact of the stoppage, Amplats said on Thursday it now expected full-year production to be 2.1 million ounces, down from a previous projection of 2.3 to 2.4 million ounces.
There is "potential for further downside revisions from the ongoing industrial action", the unit of global mining house Anglo American said in a trading update.
Overall the strike, which started exactly 13 weeks ago, has hit about 40% of global production with over 700 000 ounces lost and counting.

Million-ounce strike

Even if the strike were to end next week, production losses will still mount as the mines slowly reboot.
"Based on the extent of direct losses from strike action to-date, and adding in an allowance for lower production as a result of safe-start procedures, re-hiring, re-training and ramp-ups, I expect losses to platinum production this year to be in the order or 900 000 to 1 million ounces," said William Tankard, metals analyst at Thomson Reuters GFMS.
Exacerbating the industry's woes is the muted price reaction to the stoppage despite its scale.
Traders have bet there are adequate above-ground stocks and demand remains far from robust in major markets such as Europe.
Spot platinum prices are just under US$1 400 (N$14 840) an ounce, around 3.5% lower than just before the walkout began on January 23.
The sector's viability is also being shaken.
Producers have lost R14.5 billion to the strike so far, according to an industry website that gives a running tally.
These factors plus rising costs explain why the producers have been trying to draw a line in the sand, setting the stage for a protracted showdown between capital and labour on the restive platinum belt northwest of Johannesburg.
Amcu's uncompromising president Joseph Mathunjwa has cast the talks in class war terms and says his union aims to rectify decades of exploitation of black labour by white capital.
Initially demanding an immediate doubling of the basic wage - net salary before allowances such as housing - for entry-level workers to R12 500 a month, Amcu has since said it would accept annual increases that would reach this goal in three or even four years' time.
The producers' latest offer, made last Thursday, was for wage rises of up to 10% and other increases that would take the minimum pay package - the basic wage including the allowances - to R12 500 a month by July 2017.
