Pohamba pushes for permanent Security Council seat

President Hifikepunye Pohamba has intensified his call for Africa to get a permanent seat on the United Nations Security Council to make it representative, democratic, transparent and effective.
Pohamba added that an African seat on the Security Council is vital in enhancing the legitimacy and credibility of the council and the United Nations as whole.
The Head of State made the remarks last week at a meeting of the African Union (AU) Committee of Ten (C-10) on the reform of the UN in Addis Ababa.
The C-10 consists of foreign ministers and permanent representatives to the AU and UN tasked with reviewing progress in pushing for a permanent Security Council seat. The nations include Sierra Leone, Algeria, Libya, Kenya, Uganda, Namibia, Equatorial Guinea, Republic of Congo, Senegal and Zambia.
Pohamba said the Committee should continue to consult widely with the aim of advancing the African Common Position as the basis for achieving equitable representation in the Security Council.
According to Pohamba due to the status quo the Security Council failed to positively respond to demands by African leaders to stop the trials of Kenyan President Uhuru Kenyatta and Deputy President William Ruto in the International Criminal Court (ICC).
“Africa is home to 54 countries that account for more than a quarter of the member states of the organisation [UN],” said Pohamba.
“Similarly, more than two-thirds of the UN agenda focuses on Africa. Africa must, therefore, be fully represented in all decision-making organs of the UN, including the Security Council.”
Pohamba added that Namibia believes that Security Council decisions to resolve international conflicts should not be based on the self-serving political considerations of some members.
“This compromises the effective implementation of its mandate under Chapter Seven of the UN Charter.
“As we reach out, we must be cautious not to abandon or deviate from the African Common Position as the Ezulwini Consensus and the Sirte Declaration.”
He was of the opinion that the UN reform process, especially the reform of the Security Council, should take into consideration the historical injustice done to Africa in relation to current realities.
“Africa’s position is a special case. It must be treated as such,” he emphasised.
“We...strongly object to the creation of any second-class permanent membership status for Africa, or for any other UN member state.” Pohamba said the success of Africa’s collective efforts depends on its unity as a continent.
“Therefore, in our approach to the reform of the UN Security Council, we must speak with one voice and avoid any division, which will only bolster those who want to maintain the status quo.”
The Security Council is composed of five permanent members and ten non-permanent members elected for two-year terms by the General Assembly. The five members have veto rights.
China, France, Russia, the United Kingdom and the United States are the permanent members. Argentina, Australia, Luxembourg, South Korea and Rwanda’s Security Council terms end this year. Chad, Chile, Jordan, Lithuania and Nigeria’s seats on the Council will expire next year.

Rural women fear for their daughters’ lives

Women attending the 2nd Rural Women Parliament in the capital this week say they are saddened and disturbed by the killing of Mirjam Nandjato, who was decapitated by her boyfriend at Oshakati on Tuesday afternoon.
Hansina Christian from the Hardap Region said that as mothers, they have sleepless nights, fearing for their daughters.
“We have sons and daughters who are engaged in relationships. Today is another woman, but tomorrow it could be my child who has taken someone’s life or vice versa.”
She suggested that the nation should turn back to God for salvation and set aside a day to fast and pray.
Christian said every second day there is a murder story about a woman who is killed by a man who is in a relationship with her and should be protecting her.
Maria Johannes from the Otjozondjupa Region said the killing of Nandjato touched them as women.
“We didn’t sleep. Her killing has affected our thoughts and moved us. We pray that the Lord changes the thoughts of men and turn men around,” she said.
Johannes said men are now like lions among women.

“We thought they were our fathers, but they are lions among us,” she said, adding that many of passion killing incidents are fuelled by drugs. A participant from Khomas Region, Noriene van Wyk, said: “A man gets angry and kills. It’s terrible and sad to know that such things continue to happen. It takes your breath away and not a month goes by without hearing that such things have happened.”
She suggested that the courts impose stricter punishments on the culprits.
The National Council vice-chairperson Margaret Mensah-Williams organised the Rural Women Parliament so that participants come together and debate various issues of concern, such as baby dumping, women empowerment, gender-based violence, human trafficking and other social issues.
This year topics also included the reduction of the country’s child mortality rate and improving maternal health.

Mirjam’s ghost is haunting killer

The self-confessed murderer of a 24-year-old laboratory assistant in Oshakati was taken to the Oshakati State Hospital yesterday to see a social worker after he complained that the ghost of the woman he beheaded was haunting him. The suspect, who cannot be named pending his appearance in court, was scheduled to appear in the Oshakati Magistrate’s Court yesterday for the murder of Mirjam Nandjato but was instead taken to hospital under heavy police guard. The Oshana police commander, Commissioner Ndahangwapo Kashihakumwa, yesterday told Namibian Sun that the murder suspect personally requested to see a social worker on the morning of his court appearance after he had trouble sleeping. “He wanted to see a social worker because he couldn’t sleep last night. He says every time he closed his eyes to sleep he would see the ghost of the girl that he murdered,” Kashihakumwa said yesterday. Kashihakumwa further said that although the police suspect that the 24-year-old murder suspect was under the influence of either alcohol or illegal drugs when he murdered his girlfriend with a kitchen knife during the lunch hour on Tuesday, he was never taken for a blood test. “It would have been a pointless exercise because even if we found alcohol in his system, it would have been difficult to determine whether it was taken before or after the murder, as he was arrested at a cuca shop,” explained Kashihakumwa. Although there were allegations yesterday that the murder suspect was complaining of neck pain after his failed attempt to hang himself with a piece of wire in the Okalongo Constituency, Kashihakumwa said the suspect never requested to have his injuries medically checked. “We will continue to observe him and see how he is feeling tomorrow [today],” he said. The murder suspect was arrested on Tuesday evening in the Okalongo Constituency of the Omusati Region. He allegedly first stabbed Nandjato in the chest and then decapitated her inside his rental room in Oshakati-West. In an alleged confession to a magistrate on Wednesday, the suspect allegedly said he murdered Nandjato after they had argued over her threats to kill a baby he had fathered with another woman. He apparently also said that the young couple’s relationship was in trouble before the murder. The suspect claimed that although they spent Christmas together at Nandjato’s mother’s house at Elombe village in the Oshana Region, a trip to Witvlei after Christmas to visit Nandjato’s sister and her boyfriend caused tension in their relationship. According to the suspect, a few days after arriving at Witvlei in the Omaheke Region, he packed his bags and travelled back to Oshakati alone after they had an argument. When Nandjato returned to the North after the festive season, the couple often argued over him allegedly giving his baby with another woman more love and attention. He claims the child with the other woman was conceived in 2012 during a time that he and Nandjato had briefly ended their seven-year relationship. The couple allegedly decided to mend their broken relationship and started dating again last year on the condition that the suspect’s baby and its mother did not interfere in their relationship. The unemployed murder suspect further alleged in his confession that Nandjato’s jealousy drove him insane and resulted in her murder during a heated argument while she was at his room to collect her belongings. On the day that the murder suspect gave his confession to a magistrate at the Oshakati Magistrate’s Court, he was expected to appear in the Outapi Magistrate’s Court in the Omusati Region in an assault case. Prison guards at the Oshakati police station yesterday told Namibian Sun that the suspect again attempted to take his life by suffocating himself with clothes tied around his neck. They further said that since returning from the social worker, he has been yelling for Nandjato to forgive him, between “possessed moments where his eyeballs are turning in their sockets”. “He is currently on police watch and prison guards have been assigned shifts to keep a close eye on him during the night,” said a prison guard on condition of anonymity.

Disputed Katima plot belongs to State

The Ministry of Lands and Resettlement has confirmed that the piece of land at Katima Mulilo being disputed by the Mafwe Traditional Authority and the Zambezi Regional Council in fact belongs to the State.
Lands Ministry spokesperson Chrispin Matongela told Namibian Sun yesterday that the land situated on the Zambezi River is under the control of the Zambezi Regional Council. Matongela said the ministry cannot intervene in the dispute.
According to the information provided, “Farm Wenela no 2029 is registered in the name of the government and held by Title Deed no T545/2009, registered at the Deeds Office on 24 February 2009.
“This means the Zambezi Regional Council holds the title deed for the piece of land in the Wenela border post area. “As a ministry, we can only intervene if the dispute was about communal land. Anyone with a title deed to land is the rightful owner,” said Matongela.
The land dispute dates back to 2008, after the introduction of the Communal Land Act of 2002 which changed how land is administered by local chiefs.
On Thursday, Namibian Sun carried a report in which Mafwe Traditional Authority Chief Simasiku George Mamili accused Zambezi chief regional officer Regina Ndopu-Lubinda and the region’s political heavyweights Lawrence Sampofu and Raphael Mbala of stealing his land. The allegation came after some people with letters of ownership issued to them by Chief Mamili and Induna Liselo were chased off the land by regional council officials.
Mamili’s subject, Induna Licha Bwendo, had added that the applicants’ envisioned tourism and housing projects are now at a standstill, while the regional council allegedly awarded a plot to a town council official to build a lodge there.
Mamili told Namibian Sun that Ndopu-Lubinda had “openly insulted” his authority by saying the land does not belong to him, and refused to meet him. However, Katima Mulilo Mayor Charles Matengu said the official in question is building on land falling within the borders of the town. The land was advertised and no objection was made to the sale, he said. Ndopu-Lubinda said a meeting was held with Induna Liselo, where she showed him documentary proof that the land belongs to the State.
She denied snubbing Mamili’s request to appear before the traditional khuta to resolve the dispute.

New battle over Navachab

The Erongo Traditional Authorities Trust has called on government to intervene, after it emerged that they are in danger of losing a 15% stake in the N$1.4 billion sale of the Navachab gold mine near Karibib. Last year local businessman Knowledge Katti’s Giyani Gold teamed up with Pan African Resources, a South African precious metal company linked to ANC deputy president Cyril Ramaphosa, to purchase the mine. The deal had been structured to include that 15% of the shares be given to the traditional authorities surrounding the mine. It has now emerged that the mine’s owners AngloGold Ashanti are in advanced talks with United Kingdom-based mining investors QKR Corp about a new deal, that would sideline the traditional authorities. Leaders representing the traditional authorities met in Windhoek on Friday to discuss their dismay over possibly losing out on a chance to establish a significant stake for locals in the producing gold mine. “Namibia is one of the few countries left in the world where big mining companies can come in, drill huge holes in the land to extract wealth, and then exit without leaving a single thing of benefit,” Erongo Traditional Authorities Trust founder Frans Gaosëb said at the meeting last week. He continued: “The language Giyani spoke made sense to us, because we were offered 15% shareholding in their setup. That would have meant so much to our traditional authorities, who up until now are not able to uplift the conditions of their people.” He lamented Namibia’s lack of legislation obliging mining companies to give local communities an equity share in their operations, which he said not only boosts conditions locally, but ensured peaceful co-operation, as communities would take ownership in such ventures. Without waiting for an official announcement by Anglo Gold, expected to be made anytime this week, the trust members on Friday initiated communication with the Minister of Mines and Energy Isak Katali, appealing for inclusion in whatever deal is reached with Anglo Gold Ashanti. Their demands include a 5% equity stake - possibly within the one to be granted to State mineral company Epangelo Mining - and a N$5 million cash amount, to be shared between the five traditional authorities, to immediately benefit their communities. According to its official website, the open-pit Navachab mine, situated about 170 kilometres northwest of Windhoek, produced a total of 68 000 ounces of gold and employed 482 people in 2008. Anglo Gold Ashanti said it is putting the project on sale due to cost-cutting measures. The consortium bid by Giyani Gold and Pan African Resources, would reportedly have been comprised of cash and royalties. According to industry sources cited last week, QKR had been in discussions with the company to buy Navachab for between US$110 million (N$1.2 billion) and US$120 million (N$1.3 billion).

Man murders mom, commits suicide near Kamanjab

In the latest of a string of gruesome murders to hit Namibia, a mother was murdered by her son near Kamanjab, who then later committed suicide.
The decomposed corpse of 60-year-old Hilda Aiases was discovered in a riverbed last week, where it may have lying for several days.
There are also unconfirmed rumours that Aiases was sexually assaulted.
Her son, Isaskar Aiaseb, 40, who was a suspect in the case, died in hospital after trying to commit suicide.
Nampol Deputy Commissioner, Israel Hango, who heads the Crime Investigation Co-ordination Unit in the Kunene Region confirmed that Aiases’s body was discovered on February 4 on the Farm Kuiper Pos in the area of the Anker settlement, which is located near Kamanjab. According to him the body was found in a decomposed state in the riverbed.
Israel said the decomposition indicates that Aiases could have been murdered between February 2 and 4.
Aises’s body was discovered by neighbours, who then alerted the police.
Israel said that when the police arrived at the scene, they started to follow footprints that were found at the riverbed. They then found Aiaseb trying to hang himself from a tree on the farm.
Although the police were able to intervene and took Aiaseb to the Khorixas State Hospital he, however, later passed away.
Israel said although Aiaseb is dead, they still have to investigate the case, and the docket will be sent to the Office of the Prosecutor-General for a decision.
Israel said that because Aiases’s body was in such a decomposed state, he could not say how she was killed or whether she was raped.

“The post mortem has to be carried out to determine this.”
Asked whether there were any problems between mother and her son, Israel said that they are still investigating what could have led to the murder.
The police could also not confirm whether there were any other family members living with them on the farm.

Reverend lashes youth at Mirjam’s funeral

An Elcin reverend officiating at the funeral of 24-year-old Mirjam Nandjato, who was last week murdered and decapitated by her boyfriend in Oshakati, has lashed out at Namibia’s youth for neglecting God in favour of social networking, movies and living together before marriage.
Nandjato was buried on Saturday at Ongwediva.
Several hundred mourners, including Ongwediva councillor Vinia Abisai, paid their final respects at the funeral held at the local Elcin congregation.
Reverend Arvid Shalongo ya Shalongo said during the ceremony that any murder of a brutal nature was sad, and another reminder that the youth have become corrupted and are no longer trying to live righteously.
Ya Shalongo said youth nowadays spend endless hours on social networking sites like Facebook, as well as watching movies on their laptops, and no longer come to church to hear the gospel.
He also slammed the growing trend among the youth of cohabitation before marriage, saying such ungodly acts can only end in a fate similar to Nandjato’s.
In her eulogy, the late Nandjato was described as a kind and sweet girl, who was well-organised and loved cooking.
She is survived by her mother and seven siblings, as her father passed away in 1996 while Nandjato was only six years old.

Suspect appears
Meanwhile, Nandjato’s long-time boyfriend and her self-confessed killer Ananias Ekongo Nailenge on Friday pleaded guilty during an emotional appearance at the Oshakati Magistrate’s Court.
Asked by Magistrate Mika Namweya why he was pleading guilty, the 24-year-old murder suspect responded: “Because I’m the one who killed her.”
Nailenge, who chose to conduct his own defence, also gave chilling details of how he first stabbed Nandjato with a knife and immediately proceeded to cut her throat, causing her to die instantly.
Addressing a jam-packed court room consisting of his, as well as his victim’s relatives, Nailenge painted a picture of a troubled relationship, which ended in cold-blood murder, following a quarrel last Tuesday at his Oshakati-West rental room.
“We had a misunderstanding and she was always threatening me. On the day that I killed her she was fighting me and threatening me, and so I decided to kill her,” Nailenge told the court.
Asked by Namweya what he meant by Nandjato threatening him, Nailenge elaborated by claiming his girlfriend was constantly threatening to kill him or the baby he conceived with another woman during a brief break-up in 2012.
“Actually she started fighting me first. When she came to my room we were arguing and she started fighting me and I pushed her. I lost my temper. My intention was not to kill her,” Nailenge said.
He added that while he knew that a stab wound to the chest can be fatal, he also knew there was a chance that she would have survived and his intention was simply to hurt her.
“I just wanted to hurt her. I did not have an intention to kill her,” he said, as the courtroom was filled with gasps of shock.
Public prosecutor Leonard Tjiveze said the State would object to bail, should Nailenge bring an application of that nature.
The matter has been postponed to April 23 for further police investigations.
Namweya also announced that the matter would be send to the Office of the Prosecutor-General for decision.
Nailenge has been remanded in custody.

NSFAF debt recovery plan gains momentum

The Namibia Student Financial Assistance Fund (NSFAF) is seeking the services of a debt recovery company, as part of its efforts to recover the hundreds of millions of dollars it is owed by 15 000 loan payment defaulters.
In October last year the Parliamentary Standing Committee on Public Accounts questioned why the NSFAF, which was established in 1997, had failed to trace students who had run up bad debt totalling over N$300 million from 2008 to 2011.
The standing committee urged that drastic measures be undertaken to improve their debt collection performance.
The NSFAF has now invited companies to tender for the provision of a debt recovery service.
The tender opened on January 20 and closes on March 3.
The debt recovery service will enable the NSFAF to trace loan recipients who have disappeared and failed to honour their agreements, including by submitting false addresses and references.
The NSFAF will also impose stricter conditions for prospective loan applicants.
At last year’s standing committee hearing Ministry of Education Permanent Secretary Alfred Ilukena said there was timeframe in place which stated when a beneficiary should begin repaying their NSFAF loan.
He added that many of those traced by the NSFAF had failed to repay their loans because of they were earning low salaries.
In the 2007/2008 financial year, 9 315 students failed to repay their loans, while in 2009/2010 more than 12 000 debtors were not honouring the agreements to pay. For the 2010/11 financial year, the NSFAF received close to N$225 million from the national budget and overspent by N$45 million.
Auditor-General Junias Kandjeke’s most recent performance audit had established that the NSFAF is inconsistent in its application processes and that its computer system constantly crashes, leading to the loss of captured application forms and debtors' files.
This resulted in the massive loopholes being exploited by former students to escape the repayment of their loans.
Ilukena said at the time that the Office of the Attorney-General had also failed to trace about 4 000 defaulters the NSFAF had wanted it to track down.
The NSFAF was established with the objective to provide financial assistance to students studying or doing research at approved institutions of higher education.

Ya Nangoloh seeks UN protection over ‘death threats’

Human rights activist Phil ya Nangoloh has written a letter to the United Nations in which he outlines alleged threats to him following the evidence he gave in the Caprivi high treason trial last week.
Ya Nangoloh claimed in an interview with Namibian Sun that the threats are from the country’s intelligence operatives, who are allegedly looking for ways to arrest and assassinate him, as well as others.
“I was informed that I have to be careful because of what I testified in the Caprivi high treason trial,” said Ya Nangoloh yesterday.
“I was [further] informed that I am being watched and that I have been targeted. They are planning to arrest or kill me.”
He claimed a defence lawyer in the matter Ilse Aggenbach, the Caprivi African National Union (Canu) president Alex Kamwi and Dr John Lilemba, who also testified in the case, are also at endanger.
Ya Nangoloh is the executive director of NamRights and testified last week during the trial of the remaining 65 Caprivi high treason accused last week.
During his evidence and during cross-examination he maintained the Namibian government’s presence in the Caprivi, known today as the Zambezi Region, is unlawful. This, according to him, meant that ethnic Caprivians could not be charged with high treason against Namibia, as they are entitled to self-determination and independence.
He testified on behalf of the defence.
According to him, NamRights has sent an urgent application to the UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions.
“This is a normal procedure to follow when someone might be at risk of being killed or arrested in such instances.”
He said that his application will include the names of those being threatened and details about the alleged threats.
The UN office will then contact the Namibian authorities through the global body’s permanent representative here.
Ya Nangoloh says he fears for his life and that of those who have now become “targets”.
His evidence in court was based on a 55-page opinion he wrote last year on the legal status of the Caprivi, which he wants to submit to the United Nations Special Committee on Decolonialisation.
The accused are standing trial for allegedly being involved in a violent attempt to secede Caprivi from Namibia in 1999.
They face 278 charges, which include high treason and sedition, 240 counts of attempted murder, nine counts of murder and unlawful possession of firearms and ammunition.
During his evidence in court Ya Nangoloh referred to the defunct League of Nations Charter and Article 22 of the Versailles Treaty, signed after the First World War.
According to him, the article says if Germany had any sovereignty over any territory prior to the First World War, such sovereignty has ceased to exist.
However, he conceded that Namibia became independent on March 21, 1990 and said that soon thereafter the government placed its armed forces in the Caprivi.
In a statement released last week NamRights acting board chairman Fredrich Namhadi said he “strongly condemns” the alleged death threats against Ya Nangoloh and others.
He described the threats as “evil machinations”.

Irate parents cough up at ‘confused’ primary school

SOS Hermann Gmeiner Primary School in Windhoek is still asking parents to fund their children’s education, despite the country’s free primary education initiative.
The school claimed last week that this was because the Ministry of Education has failed to provide it with funding, as there is confusion over whether the school is a private or State institution.
This is despite the Ministry of Education’s website classifying it as a State school.
Angry parents have complained to Namibian Sun about having to pay primary school fees, despite government’s decision to abolish this.
One parent, who spoke to Namibian Sun on condition of anonymity, said that they are even told that if they do not pay book fees at the start of an academic year, their children will not receive books.
Principal J. van Greunen said the school isn’t a State facility, as suggested by the ministry’s website and instead blamed the Ministry of Education for the confusion over the status of the school.
“The school is a partnership between SOS International and the Ministry of Education. But the Ministry of Education has never kept their end of the deal and thus we don’t know whether we are a private school or a public school,” she said.
Greunen said the school is referred to as a privately subsidised school, but they haven’t received any subsidy from the Ministry of Education, not even stationery.
Asked whether the ministry pays teacher salaries, Greunen said she is a public servant, but the ministry does not pay the salaries of cleaners and the school secretary.
Grade 1 and Grade 2 learners pay double the school fees of other grades, as they benefit from a special developmental programme.
A parent of a Grade 1 or Grade 2 learner will have to fork out N$1 800 a year, as well as a book fee that ranges between N$270 and N$380.
For other learners, the school charges N$900 a year and parents still have pay a book fee of between N$270 to N$380.
Minister of Education Dr David Namwandi told Namibian Sun that he cannot comment on the status of the school, but vowed to get to the bottom of what is going on.
Namwandi said if the school is indeed a State school, then it is going against a government directive dealing with primary education.
“No State school is allowed to charge school fees for someone who is grade zero to seven,” he said.

Omusati ranks first in passion killings - Kaapanda

Minister of Information and Communication Technology Joel Kaapanda has raised concerns over the number of crimes of passion, committed predominantly in the Omusati Region.
Addressing youths, as well as church and traditional leaders in his native Oshiwambo language, Kaapanda further slammed the Omusati Region for ranking first for crimes of passion.
Speaking at the official inauguration of a multipurpose community centre at Otamanzi in the Omusati Region last Friday, Kaapanda spoke at great length about the violence that has taken centre stage in the region in recent years.
According to Kaapanda, the country has seen an increase in murder cases involving youths, because the younger generation have lost their culture and are engaging in love relationships before marriage.
“These killings were rare in the past, because the youth were guided by parents. Nowadays the parents are failing to properly bring up their children,” explained Kaapanda.
To drive his point home, Kaapanda listed a number of high profile cases that shocked that nation, which were either committed in the Omusati Region or the perpetrators were from the region.

The most recent, he said, was that of the stabbing and decapitating of Mirjam Nandjato by her boyfriend, Ananias Ekongo Nailenge, who hails from the Omusati Region.
He also listed the recent death of the 30-year-old Martha Dishana, who was stabbed 18 times in a mahangu field by her boyfriend at Oshihawu in the Onesi Constituency, as well as murder of Shololeni Nkandi at Otshikuyu last year.
Other shocking killings of women that happened last year in the Ongandjera District include the murder of Toini Michael at Otamanzi, the brutal killing of Hilya Iyambo at Uukwandongo and the shooting of Selma Lyetufila Eita by her boyfriend at Okahao.
Kaapanda was at pains to also include the murder of Beatha Jonas by her boyfriend at Outapi, as well as Vistorina Amunyela, who was shot dead by her partner at Epumbu in the Okahao Constituency.
Kaapanda also noted the gang rape and murder of a young bartender Emilia Mvula Erastus at Onaheke in the Tsandi Constituency and the shooting of Letitia Nghilongwa, who was shot by her security guard boyfriend while in bed with her new boyfriend at Omulamba location.
“I have found that the tribal districts were most of these crimes occur are Ongandjera, Uukwaludhi and Uukolonkadhi. Are the people of these districts so bad?” Kaapanda wanted to know.
He suggested that church leaders step in and start preaching the gospel in communities, as well as offering counselling to troubled souls.
“Our country is on a slippery slope were passion killings are concerned and something serious must be done,” said Kaapanda.
With the new multipurpose centre, said Kaapanda, the youth have a place of entertainment and computer training, instead of spending endless hours consuming alcohol at cucashops.

Opuwo hospital to be upgraded

The Opuwo District Hospital will soon be upgraded to a regional referral hospital, as planned in the Ministry of Health and Social Services’ roadmap approved by Cabinet last year.
This was announced by Health Minister Dr Richard Kamwi last week during the official opening of the new maternity ward at the hospital. This facility was officially opened in 1978 for a population of about 8 000 people. Currently, the region’s inhabitants are estimated at 90 000 people.
It is one of the oldest hospitals in the country, and was renovated and extended after independence. “People of the Opuwo medical district should know that Cabinet last year approved that the Ministry of Health establishes regional referral hospitals countrywide, including the Opuwo District Hospital to become a referral hospital in the near future,” Kamwi added.

Chinese rhino horn dealer gets bail

A 32-year-old Chinese national appeared in the Opuwo Magistrate’s Court last week after his arrest with two rhinoceros horns at Opuwo on Wednesday.
The suspect, Dejin Xu, who runs a business in Oshakati, was charged with dealing in controlled game products.
He was granted bail of N$20 000 by the Opuwo Magistrate’s Court on Friday, and the case was postponed to April 4 for further investigations.
An incident report by the Opuwo police indicated that they received a tip-off from members of the public that a Chinese businessman allegedly sent people to Opuwo to look for elephant tusks or rhino horns to buy.
The Nampol’s Protected Resources Unit and the relevant Ministry of Environment and Tourism departments then availed State-owned rhino horns to be used as a ploy to catch the potential buyer.
The suspect was arrested with the two rhino horns weighing about 6.8 kg and a combined value of about N$100 000.
